the "disposal" of assets is final - assets are gone and not coming back ...
the "disposal of a case" implies that it's final - ("done with it, next case please") - sounds very much to me like "taking a decision", not much like considering the option of a possible proposition to be taken into consideration at some point in the future, pending an advisory ...

: It's not about taking a decision; it's about proposing a FIRST OPINION about what might be the decision taking into account "points of attention/doubt".

It's not forbidden to look at various meanings of "disposal", especially "disposing of a case" - and spot the connections // it is the first opinion on what should be the [final] decision about allowing or not the transaction.
