Des heures de recherche et aucune certitude, si ce n'est qu'il ne s'agit en aucun cas d'une approbation. La "Banque centrale" (d'Irlande, en tout cas - et c'est la seule que j'aie vu utiliser cette formule) ne vise/approuve que les prospectus qu'elle publie, de sociétés de droit irlandais (cf. source d'hier). Les avertissements qui figurent au début des prospectus "étrangers" sont d'ailleurs assez éloquents à ce sujet:

This consolidated prospectus noted by the Central Bank of Ireland… does not constitute a prospectus for the purposes of Irish applicable law and is solely for use in relation to investors in Germany. (…) The authorisation of the Company is not an endorsement… nor is the Central Bank responsible for the contents of this Prospectus…

À défaut de joindre quelqu'un qui nous dise exactement de quoi il s'agit, on en revient au sens premier (to note [report] = constater (R&C) ou alors, on fait confiance à un language plus usuel: ...à la date où la Banque centrale [a reçu] [accuse réception] du Supplément...

le terme pourrait simplement vouloir dire « reçu » (notez que le dernier paragraphe est détaché et en caractère gras dans chaque cas) :

The Commission noted the Governor’s Report.

(et l’on passe au point suivant, qui se termine de la même façon.)

Il semble que "noted" pourrait vouloir dire "annoté". Les résolutions qui portent sur des changements aux notices d'offre, prospectus ou suppléments mentionnent "the noting of the... by the Central Bank". Et ce document me laisse croire que ce qu'on cherche à dire, c'est "...une fois que la Banque aura formulé ses commentaires" :

"The Supplement (of the prospectus of a sub-fund)" narrows down dramatically possible meanings.

the whole of "noted by the Central Bank" in relation to "prospectus" gives mostly ghits related to "noted by the Central Bank of Ireland" and each time it's about funds/subfunds owned by companies based in Ireland but operating and being regulated somewhere else (where the fund/subfund is based - US, Singapore etc ...)

That would confirm the"intuitive" meaning of "noted by the Central Bank" i.e. the Central Bank (of Ireland, the financial regulator for Ireland) has "taken due note" that a sub-fund of a company registered in Ireland, but operating elsewhere has been approved by the local regulator.

both companies/subsidiaries are outside Ireland, and the Central Bank of Ireland will only "note changes".

Pour l'instant, je dirais "...à la date où le [revised Supplement?] réflétant ces changements est/sera visé par la Banque..."

C'est l'expression utilisée ici, en tout cas: un prospectus doit être visé par (recevoir le visa de) l'autorité pertinente (AMF, Commission des valeurs mobilières). Mon doute: aux États-Unis, il me semble que c'est la SEC qui donne son visa... Alors, comme on parle de la "Banque" (!) peut-être qu'on veut simplement dire "constaté/noté".

The Supplement (of the prospectus of a sub-fund) will be updated to reflect that the Sub-Investment Manager may utilise “soft commissions” to pay for research and brokerage products or services, as defined in the U.S. Exchange Act of 1934.
I believe the changes will be noted by the American Central Bank.

The above changes [what was changed, in which way?] will become effective as of the date the revised Supplement ["Supplement" to what?] reflecting such changes is noted by the Central Bank. [Which one?]

Without these "small details" you can expect only guesses ... about as useful as shooting at targets blinded.
