English term or phrase: development (ici)
Bonjour,

"***Development*** makes the land more unstable and increases the likelihood of a disaster."

"***Development*** can destabilize a hillside and increase the likelihood of landslides. You destabilize when you carve out land for roads, when you dig foundations, when you install water and sewer lines. All of these can disrupt the stability of the soil on a hillside and increase the threat of a landslide."
