English term or phrase: flying seal
This is about a letter written in the 17th century, which has obviously been 'sealed', but I dont know what 'flying' adds. Could it be a seal which can be closed and re-opened? Or something to do with the rapidity of delivery? Or even refereing to the rapidity of making the seal?
It would be great if someone could help me. Thanks.

Cachet volant (vieilli). Cachet fixé au pli supérieur d'une lettre et n'empêchant pas de l'ouvrir. La lettre que je lui ai envoyée pour le ministre était à cachet volant, sous cachet volant, afin qu'il pût en prendre lecture (Ac.1835-1878).
