La règle communautaire prévoit en effet que l’origine du produit puisse être attribuée au pays où a eu lieu la dernière étape "substantielle et économiquement justifiée" du processus de production. Une machine à laver peut ainsi être fabriquée à 90% par des pays tiers, si la touche finale est donnée dans un entrepôt allemand, alors il sera d’origine allemande."
