C'est le titre de la page. Le 1er paragraphe précise : « By using Cigna's website..., you agree to the following terms and conditions, parmi lesquelles l'extrait que j'ai cité (n° 9). Le problème, c'est que le texte source donne le choix à l'utilisateur de... ou de ne pas..., ce qui ne correspond pas au format habituel d'un disclaimer au sens juridique (= une déclaration que...). Et un disclaimer concerne/se réfère à l'auteur du texte, pas à son client/utilisateur, or ici on laisse un choix à ce dernier. Le texte source ne prétend pas être un doc contractuel (il ressemble plus à des instructions) et « avertissement » (si vous choisissez de..., alors vous ne pourrez pas utiliser l'appli), l'un des sens de disclaimer, me semble plus approprié. Tout ceci sous réserve, évidemment, des explications éventuelles du client.

Back to square one: without the full original text of this "No reverse engineering" disclaimer, it all sounds like total nonsense/mystery.

Je ne pense pas que la cie cherche à protéger sa responsabilité puisque le soi-disant disclaimer demande à l'utilisateur de choisir entre accepter ou non. Le texte semble être adressé à un tiers et non à l'utilisateur lui-même mais je suppose qu'on lui explique que s'il n'accepte pas, il ne pourra pas utiliser l'appli (et par conséquent la responsabilité de la ste ne peut pas être engagée).

why it should be a "disclaimer" instead - ( = someone not accepting responsibility for something they would be expected to be responsible for) - is a total mystery - unless you have the whole story, or at least the full text of this "disclaimer". Without context, you can keep guessing to no end who exactly should avoid responsibility for what exactly!

The meaning that would be suggested purely by grammar and each word considered apart: the user "disclaiming" any responsibility for possibly indulging in a bit of reverse engineering is patent real-life nonsense, OTOH this kind of ST are usually written by people who know very well what they are talking about, so it ought to make sense, and it probably does in the right context.

It seems rather odd that this is called a "disclaimer" (rénonciation OU clause de dénégation de responsabilité). So, I think that, in order to give a reliable answer, we need to know something about the contents of the "disclaimer" to be able to judge whether it really is a disclaimer, or a prohibition (interdiction).
