I am translating an agreement regarding the 2024 Paris Olympic games. NOC - Comité olympique national

It is named Return bed agreement.

To give context:
Dear [name],

Further to our discussions regarding the contribution of the [official NOC name] (the “NOC”) to the optimisation of the Olympic Village (the “Olympic Village”) of the Paris 2024 Olympic Games (the “Games”), with a view to enhancing the athlete experience and in the spirit of the IOC’s New Norm, we understand that your NOC would like to benefit for part of your delegation of the incentives proposed by the Organising Committee for the Paris 2024 Olympic and Paralympic Games (“Paris 2024”) to return beds that would have otherwise been allotted to them in the Olympic Village.

I don't get this. Why would a NOC receive a subsidy (incentives) to return beds that would have been allotted to them in the Olympic Village?

Is this because Paris 2024 had planned a certain number of beds within the Olympic Village for each NOC and they realize they would not been able to give accomodation to all NOC, so they are offering (giving money) to certain NOC so they find accomodation elsewhere?

Would bed return agreement be = contrat de restitution de lits?

Asker: Thanks, I have actually chosen : accord de cession de lits. Des lits ont été alloués à certain CNO au sein du Village olympique, et ils peuvent les céder pour se loger plus près des sites de compétition en contrepartie d'une somme d'argent pour chaque lit cédé.
