The sentence says :

For GOK painting's rights, XXX will pay fees for a maximum of 4800 USD.

Is GOK 'pouvoirs publics'?

I don't think in this case that it's really a translation issue - especially if this is a "fixed" acronym. Maybe a bit of googling in the "arty" area will throw some light on this. I am still confused by the apostrophe.

Speculation, asker needs to look at the rest of this contract, this can hardly be the sole mention of the artist's name

I have gone through the file to look for GOK, there was no mention of it. I still think though that it is an artist or a foundation, as the works are clearly not intended to be displayed in public areas.

Are "GOK" the artist's initials? Have you checked?
Are you sure there is an apostrophe in "painting's" ? - it seems like an apostrophe violation to me
