and what difference does it make regarding the development of this site? Are they used to describe the current use of the land, or the possible authorised future use of the land when applying for planning permission, or the difference is made for tax purposes or …?
There's a lot of overlap in the meaning of "Farmland" and "Agricultural land", but they're not synonyms. You have the whole ST available - look at what difference it makes in the ST, and you'll have a reliable starting point.

il arrive qu'en anglais comme en français d'ailleurs on utilise deux adjectifs ayanty exactement le même sens. La question reste alors de savoir s'il est nécessaire de faire la même chose dans la langue cible.

In what way does your text differentiate between the two? Normally, I would consider the two to be exact synonyms, and I'm wondering if your text is simply using these as interchangeable terms? Does it anywhere actually say '...farmland and agricultural land...' in a way that makes it clear they consider it as 2 distinct things?
