Explanation:
Da es sich nicht um einen gesamtstaatlichen US- sondern bundesstaatlichen Titel handelt, bin ich der Meinung, dass Staatssekretär dem Titel am nächsten kommt. Auf gesamtstaatlicher US-Ebene wäre das ein Minister, die werden jedoch ernannt, hingegen wird diese Art von Secretary of State gewählt.

Anm. zu "gewählt" - in den meisten US-Staaten, in einigen auch ernannt.
Vielleicht doch "Secretary of State" (in etwa Staatssekretär) dahinter? Auch in Deutschland haben Staatssekretäre ja unterschiedliche Aufgaben je nach Bundesland. Siehe: https://de.wikipedia.org/wiki/Staatssekretär
