We expect China and other international organizations to provide debt relief or renegotiation to selected emerging market countries in the future.

However, we do not expect debt write-offs to discourage Chinese lending activity. Most funding was conducted through Chinese policy banks and government support for investment in participating Belt and Road countries remains high. From an investment perspective, we believe China's support and that of key international organizations is a positive factor that will benefit Belt and Road countries.

„Im November 2011 wurden die Nothilfefazilitäten (Emergency Post-Conflict Assistance, EPCA; Emergency Natural Disaster Assistance, ENDA) in das neue Instrument für schnelle Finanzierung (Rapid Financing Instrument, RFI) überführt, um seitens des IWF rascher und flexibler auf dringenden Zahlungsbilanzbedarf der Mitglieder reagieren zu können. Das RFI wird aus dem Allgemeinen Konto des IWF finanziert und steht allen Mitgliedern offen. Es ermöglicht den Mitgliedern Ziehungen von jährlich bis zu 50% und kumulativ bis zu 100% ihrer Quote. Das Instrument für schnelle Finanzierung soll zum Einsatz kommen, wenn die Vereinbarung eines konventionellen Anpassungsprogramms nicht erforderlich oder kurzfristig nicht erreichbar ist. Es sieht dementsprechend keine weitere Konditionalität vor, allerdings können einzelne Vorabmaßnahmen vereinbart werden.“
