Non-inferiority was achieved if the XX group had a 70% preservation of the historical 25% minimum XY treatment effect over placebo in ACR 20 response (at 6 months)

This sentence is about the definition of a margin for non-inferiority. I'm actually lost here. I can't manage to put the percentages in a meaningful context. I tried the following, but I'm really not sure...

Nicht-Unterlegenheit galt als erzielt, wenn die Gruppe mit XX 70 % der vorangegangenen 25 % der Mindestbehandlungswirkung mit XY gegenüber dem Placebo und entsprechend der ACR 20-Response (nach 6 Monaten) aufrechterhalten konnte.

".. bei Aufrechterhaltung von 70 % des unter XY-Therapie vs. Placebo erzielten Mindesteffekts von 25 % beim Ansprechen gemäß ACR-20-Kriterien."
