oder vielleicht auch 'ambulante Sanktionen' - das würde dann auch community service, curfews, tagging usw. umschließen

Ein Blick ins Ausland zeigt, dass andere europäische Länder bei der Entwicklung alternativer Sanktionen ohne Freiheitsentzug schon weiter sind als Deutschland. Die Erfahrungen in Europa zeigen, dass solche „ambulanten“ Sanktionen, wenn sie intelligent angewendet werden, besser wirken als die traditionellen Strafen.

Explanation:
Da "custodial sentence" ja "Gefängnisstrafe" bedeutet, muss "non-custodial" ja das "Gegenteil" sein. Macht im Satz auch Sinn:
Die Insassen wurden entweder zu einer Bewährungsstrafe verurteilt, zuderen Zweck sie sicheiner Bewertung unterziehen müssen, oder befinden sich in *Untersuchungshaft."

Ob das mit der Untersuchungshaft 100 % okay ist, ist jetzt eine andere Frage, aber dass weisst Du offensichtlich. ;o)

disagree  Michaela Sommer: Wenn sie unter Bewährung sind, sind sie keine Insassen. Außerdem gehört zu non-custodial nicht nur die Bewährungsstrafe.
