This is from a glossary - I believe there might be a word missing in the phrase:

Transportation Activity – On site preparation and the transport, distribution, or other movement of materials or products that X owns, or is the consignor, shipper of record, offeror or carrier beyond the boundaries of X-owned sites or sites of parties in custody of X-owned products for materials or goods.

What could be meant here? I don't understand what the "or is" is doing in this phrase.
