English term or phrase: a high value of the carbon
The “WETHO-H2” final objective is to present a world energy and technology outlook for the period to 2050. In addition to the elaboration of the long term baseline projections, WETO H2 assesses various technological breakthroughs likely to occur in the next 50 years in a context of a high value of the carbon, and evaluate two European strategies toward sustainability.

Explanation:
I think the term refers to the actual price/cost of carbon in an environmental/economic context ("σύστημα εμπορίας δικαιωμάτων εκπομπών της ΕΕ").

See the WETHO-H2 documentation (web reference) for a broader context and multiple uses of the term. These environmental policies eventually refer to real values being traded in real markets, which makes me go for the suggested translation.

At the second web reference, we see that EU themselves speak about "φθηνό άνθρακα". This prevents me from suggesting "υψηλή τιμή [εκπομπών] διοξειδίου του άνθρακα", which actually is more accurate in terms of meaning. But we see that relevant policy documentation constantly uses the term "carbon value" and not "carbon dioxide value".

Some chemistry/environmental/EU policy expert may correct me if I'm wrong.
