"An “operating engineer” is a highly paid union employee, who does very little. " this is talking about an operating engineer for running a boiler, who of course is not an engineer. What is he called, מפעיל מכונות? Also what do i do with the Union, this is not הסתדרות of course.

Explanation:
I think you might have found the English for this 'Hebrew' word. A boiler is not a machine and has its own vocabulary.
איגוד מקצואי is union in this case.

Explanation:
The verb to operate being לתפעל. The actual position fulfilled by a quallified person is often reffered to as engineering. This does not always mean the emplotee is a qualified engineer.
