However, according to text from wikipedia: the Federal government defines a felony as a crime punishable by death or imprisonment in excess of one year. If punishable by exactly one year or less, it is classified as a misdemeanor. Since there's no such thing in Israel, and the בית המשפט העליון או המחוזי are definitely not that, you have to indicate that it's an American institution in your translation.
