Leelia, I don't know of any Hebrew phrase, and I am not sure that there is one, as this format is relatively new.
Non adversarial mean verbally
ללא יריבות
perhaps you can say:
שיתוף ללא יריבות ??
In any case, I think that whatever applies to criminal law is also good for immigration
