Dato il contesto (si parla di economia circolare) credo che qui "levy" non sia da intendersi nel senso consueto di "prelievo / imposizione fiscale", ma non mi è chiaro cosa significhi:

• Reuse and reduce Quarrying: the reduction of non-renewable raw materials is closely linked to the construction and energy markets. The ** levy ** should be moderate because it is devastating for the land and the ecosystems and it is also a source of future waste.

agree  Shabelula: nell'ebraismo i leviti hanno diritto a "estrarre" per se' parte della decima, tassazione obbligatoria religiosa. In senso figurato quindi, perché non applicare levy anche a un "prelievo" minerario? :) curioso!
