It is an economist debate, the proposing party is saying that there are now solutions to help renewables to integrate to the conventional grid. One of these solutions is "demand-side management whereby consumers save money by agreeing to intermittent power terminations in exchange for price breaks." I cannot find the exact translation of intermittent power terminations. Maybe "terminazione intermittente dell’energia elettrica"?
