based on the regional observations of the reactive cut/fill drainage, culverting under cut/fill activities creates a higher colume of effluent that could be a potential problem. It would be more practical to change the routing to the property line and allow the rapid flows to exit the site as storm water runoff. This isolates the storm events form needing treatment and prevents the flushing out that occurs in a culverted application.
