Explanation:
A me il senso pare esatto ma 'more' significa di più: si vede che avevano già dato e non volevano sacrificare altri dei loro in guerre esterne.

Perciò direi che non volevano sacrificare "altri loro cittadini" o anche "compatrioti" - citizen è il cittadino di una nazione.

Che dici, è così?
