Per come la intendo io, la frase di cui chiedi spiegazioni deriva dall'espressione "the annotated code of Maryland and the common **law**". Personalmente tradurrei con "del codice annotato dello stato del Maryland e della common law (inglese, se credi). Te ne riporto un breve estratto per farti capire di cosa si tratta: Maryland's state law derives from the Maryland Constitution, the acts of the General Assembly of Maryland (codified generally in the **Annotated Code of Maryland**) and **the common law of England** as it stood on July 4, 1776, unless modified by later acts or decisions. Per quanto riguarda "common law", il mio consiglio è di lasciarlo in inglese. Il Picchi lo traduce con "diritto consuetudinario" ma una breve ricerca su Google dà 94.700 (!) ricorrenze per il termine su documenti italiani, quindi direi che puoi tranquillamente lasciarlo in inglese... Per quanto riguarda il genere, c'è chi considera "common law" maschile e chi femminile (io propendo per questa seconda ipotesi). Per tagliare la testa al toro potresti dire "di common law" (invece che "del" o "della"). "Codice annotato" è un'espressione frequentissima in ambito legale e anche di questa troverai molte occorrenze su Internet. Buon lavoro!
