Forse potrebbe trattarsi di un'espressione per indicare che una persona è titubante, perché timorosa, impaurita, atteggiamento che contrasta magari con la spavalderia di chi ne sta parlando...

La traduzione che ti ho dato è orribile, comunque credo che il senso sia quello di una persona debole, che probabilmente fa fatica a premere il grilletto. Se nel resto del testo si allude ad altre caratteristiche del personaggio che confermano questa ipotesi, forse è possibile trovare una traduzione migliore.
