Because of the multi-layered approach, it often appears (and sometimes it’s a fact) that the left hand doesn’t know what the right hand is doing. One approach to overcoming this problem is to restructure the organization in a radical way. A more common approach is to develop multilevel working project groups where, aside from the project leader, no one has **ranked priority**. It can be very easy for a senior manager to believe that all is well with the world because the supporting managers are trying to deal with the issue personally instead of recognizing when a broader approach or understanding is necessary.
