English term or phrase: To work low down
Novel, beginning of the xx century

The story of a clerk who works a lot but has no good social skills, he only cares about his job without showing any interest in what his colleagues are doing or what is happening in the firm, so that he never gets promoted.

It is said that “for 20 years he had worked low down in the list of clerks in the firm of...”

I dont understand exactly the meaning of “working low down”.

Pensavo qualcosa come “lavorava a testa bassa” ma non si lega al seguito “in the list of clerks”.

Se qualcuno può aiutarmi..

Thank you in advance.
