XXX needed a direct link between the motorway and the terminal. Operations in a dedicated and self-managed terminal were required in order to fulfil around the clock performance. Unfortunately, over 20 years ago ports in Italy were still a realm of the ** dockworker companies **, protected by State law with a series of privileges and monopolies that actually made it impossible for the liner client to get a handling service in line with its strict needs.

The maritime administration was reluctant to grant licences to privates and let them become independent terminal operators. For this reason, the desired vertical integration between ship and port could not take place. In essence: the time was not ripe for the project.

Explanation:
"Dock worker" è lo scaricatore di porto. A genova si chiamano "camalli" termine ormai entrato in uso anche in italiano.
Si potrebbe anche forse tradurre con un generico "lavoratore portuale2.
