Non sono sicuro che si possa tradurre proprio come "allocatore", ma dal testo sembra di capire che si tratti di una persona che nell'aeroporto assegna via via le varie attività e funzioni:

"A highly developed Stand- and Task-Optimizer permanently controls the validity of the actual task distribution or stand assignments and if necessary updates assignments and warns the ***allocator***. The ***allocator*** can overwrite or change the assignments and modify the data of the system if required".
"...there might be the request for an individual user account for each person that will work with the client or it might be a general user account for all the ***allocators***".
