言い忘れましたが、冒頭において本文中で使われる用語の定義が記載されているような文章を除いて（その場合は特定の用語を繰り返し使用する）、英語の文章を書く際には同じ意味をもつ異なった言葉を使用することがあります。繰り返し一つの用語を使うよりも別の語を使って変化をもたせる方がよいという感覚があるからです。扱われている文章に measures という言葉が見られるそうですが、それは low-carbon intervention を含むその他の対策または政策を、総称または別の言い方として使用している可能性はありませんか。

他にも intervention が policy であることを説明する文献があるはずです。このような例をもって、intervention を政策または対策と訳すことの可能性を裏付けることができると思います。

interventionという単語がなぜ「政策」などの意で利用できるのかが、まだややしっくりこないのですが、英英辞典や語源辞典などをもう少し調べてみます。
