定訳があるのかは疑問ですが、言葉の本来の意味からすると、この様な感じ訳せるのではないでしょうか。

因みに、Flow throughは部品納入の一時的な遅れによって組立工場の操業が止まらないよう工場近くに数時間分の部品を蓄えて置く場所を形容する際にも使われています。
