I think the writer wants to say "You cannot make reservations in anticipation of demand". This could mean either of the following: 1) Don't make reservations if you are only thinking (about going somewhere), that is, in anticipation of your OWN demand, OR 2) Don't make reservations in anticipation of times of peak demand (for example, Golden Week, Obon, in the case of Japan). This sometimes happens when travel agencies make bulk airline reservations (less commonly trains, etc.) in peak times (known as "blocking flights") so that they have a bit of a monopoly later down the track when lots of customers are going to want thise seats. In this case, the website cannot be used by agencies or wholesalers to 'bulk buy' seats that they may be able to profit from later. 見込み予約(mikomi-yoyaku) Explanation: “Speculative, false or fraudulent reservation or any reservation in anticipation of demand” is a phrase used too often concerning online reservation. “Reservation in anticipation of demand” would be “mikomi-yoyaku”(見込み予約)in Japanese.
