Let's keep it simple.
"If applicable" means 適用可能な場合、妥当な場合.
Because "otherwise" is lawyer's way of saying "not" or "opposite of something mentioned".......... this is literally similar to Marc's suggestion.
But in legal term I believe 適用 (applications or interpretations) is vastly different from 定め (rulings). The former is much more comprehensive than "otherwise".

In sum, translation would be something like -----
他の適用がない限り、ウイーン協定は除外する(言及しない)
is my guesstimation, under given context.

Ifがunlessとなってないところが気になりますが、別段の規定・定め・合意などがない限り、ウィーン条約は該当する取引に適用できない、という意味ではないかと思います。ひょっとして"applicable"が同じ契約書の他の規定を差しているという可能性もありますが、前後の文がないと断言できないです。

津村さん:津村さんの使用例の場合は少し違うと思います。問題は*何が*そうでなければ適用できるか、ということです。つまり、その何かがウィーン条約でしたら、「ウィーン条約が他に適用できれば、適用できない」という、矛盾になりますよね。やはり、前後の文脈を見たほうがいいですね。

Susan: "Otherwise" isn't necessarily the same as "not." "Unless otherwise" is the typical formulation, which does mean "if not." (Also 定め isn't just "rulings.") Either way, I think the original intent was "unless other applicable," but whoever wrote it just didn't write it that well. This wouldn't be the first example of sloppy legal writing, after all :-).

  -> その何かが別にあれば、同じ文章(センテンス)の中にない場合、代名詞(it, theyなど)として表現されるはずですよね。文脈がもっとあればこのなぞは解決できると思いますが。。。
