A. The Borrower is a director and shareholder of ABC Company;
B. The Borrower is also a director and shareholder of XYZ Company;
C. The Borrower’s funds are being tied up in ABC; and
D. The Borrower is desirous of injecting fresh funds into XYZ and the Lender is agreeable to extending an interest-free loan to the Borrower on the terms set out below


Does this "extending a loan" mean extending the period of loan that is already exist? Or, because it says they need a fresh funds, could it mean providing more funds?

Explanation:
extendは、offerと同じ意味でも使えるので、無利息でローンが組めるということなのではないでしょうか? ただし、新規のローンのみを指しているとは、限らないと思います。もうすでに、いくらか借りていて、さらにもっと借りるということもありえるからです。 ただ、期間の延長ではないと思います。 適当な日本語訳が思いつかないので、あまりお役に立てるかわかりませんが……。
