This is an article in an amended complain as an aswer to Civil Complain on motor vehicle tort. I'm not quite sure what this "served" in the sentence means exactly. Could you help, please? Thank you.

a : b : いずれの説明も日本語の「召喚」にあたります。ですがこのうちあなたの文脈ではb : よりも a : がより近いものになります。
ではこの by law とはなんでしょうか。それはあなたの例ではHague Service Convention です。
要するに Hague Service Convention にのっとってそのひとに対する召喚が法的に正当化されているわけです。ですから単なる送達だけでは意味がつかめないことになります。そうでなければ Hague Service Convention を引っ張り出す意味がないわけですから。

Hague Service Conventionに ついての認識がやや乏しいので確認グーグルしました。これは令状送達に関する国際的な協約のこととわかりました。

1. 令状の送達

基本的に重要な一つの点は、いわゆる令状送達に関するハーグ条約第10a条 (Article 10a of the Hague Convention for the Service of Process) に従い、郵便による令状送達は日本において法的効力があり、郵便により送達された判決は日本において執行可能であると、日本が考慮することを明確にすることです。同第10条は、「届け先国が反対しない限りにおいて、現行条約は 「(a)外国にいる当事者に、直接、郵便によって司法書類を届ける自由を妨げるものではない――」旨を定めています。
