思い出す限りでは、契約を解除できる場合を定める条項などにみられる with or without cause という句は「理由の有無に関わらず」と訳されます。また、他の法律文書に with or without consent とある場合は、「承諾を得ても得なくても」とか「承諾の有無を問わず」のように訳されます。このような例との比較から、質問の with and without についても似たような言葉遣いを使っても問題がないと思います。「に関わらない」よりは「を問わない」という言い回しの方がよいかも知れません。おっしゃるようにregardlessを使うこともできる思いますがこの場合は with and without の方が若干いいのではないかという感じがします。
