During the course of a proceeding, there are things that a party may do as of its right and there are other things that it may only do with leave (許可) of the court. In the case of the latter, the party to benefit from the action must ¥"move¥" or ¥"make a motion¥" for the leave of the court. It appears that ¥"We¥" are moving for a special leave of the court so the court may stay (=temporarily stop the effect/enforcement of ) the order of IPAB.
