I am translating a general letter (from a doctor) that will send to people who need to get vaccinations regarding the Green Card application.
There is the following paragraph ;

Waivers for some or all of these vaccinations are given on a case by case basis, i.e. pregnancy.
That being said the less complicated the application is the more likely it is to withstand review by USCIS.


What does he want to say with a sentence ”That being said the less complicated the application is the more likely it is to withstand review by USCIS.”？
