パンケーキを形にしている何かが重なっている様子を意味しているかもしれないと思いますが、あくまで推測です。
あるいは、やはりHiromasa　Funakiさんのご回答のとおり、「段のついたパンケーキ」の形の意味だと思います。
一応、この二つしか考え付けられません。

ステップパンケーキ


Explanation:
I cannot find the term nanopancake as "ナノパンケーキ" but I would suspect that it should be translated that way. I believe that making scientific terms universal is very helpful.

In the same vein, I think that stepped pancakes can be ステップパンケーキ because the word ステップ is well understood in the Japanese language and the imagery of ステップ is clearly " 段. "
