I don't unerstand what "To tune in to tune out".

This says that this individual tunes in (to this radio station?) so that he can tune out (shut out) any worries of his daily life at least for the moment. By the way, usual translation of "tune out" is 無視する. However, I usde this "turn out" in the semse of 全てを忘れて何かに没頭する.

agree  Joe L: In a word, "escapism", which I would have translated as "実現逃避", but anyway, exact same idea as this.

agree  Minoru Kuwahara: translation may need sophistication, however, i would agree to what it would possibly mean. i suppose Joe may be saying 現実逃避, which i'm not at all sure whether the context fits or not. -
