うーん、前後の話で色々な意味に解釈できるので、Takakoさんの解釈とは異なるかもしれません。last room availability からの推測ですが、違っていたら無視してください。

ホテルは稼働率を上げる（空室をなくす）ために正規料金をドンドンと下げていくのですが、それ狙いで格安料金で宿泊しようと、当日ぎりぎりまで予約を粘る（私のような）人もいて、また、そういう格安料金を提示して予約を受けるセンターやインターネットサイトがあるのですが、その変更料金の提示に際して、平等である（A予約センターで予約したらBサイトより高かった）ということがないように、公正化に配慮している、という意味のような気がします。公正というとfair なのですが、公正性、公平性、妥当、適正など、色々頭に浮かびます。

あるいは、まったく違う意味で、提示料金にすべて込み（後から税金だの、ｘｘ使用料だと追加で請求されない）ということであれば、一貫した料金体制、ということかもしれませんね。

上記のリンクを見ると、インターネット、旅行会社、コンピューター予約システムあるいは直接ホテルで予約しても金額に変わりはない、つまり統一された料金でホテルに残っている最後の空室でもその料金が適用される、ということだと思います。

htake1: "Rate Integrity" そのもののみにおいて言えば、仰るとおり"統一された宿泊料金の保障"といった意味合いだと思われますが、ネット経由や旅行会社やホテル直接などの、いかなる予約方法においても統一かとなると、必ずしもそうではないはずです。あくまで対象の予約カテゴリ/方法に準じている限り、提示の料金が確約されるといった意味合いになるはずです。(プログラム内における)「確約料金」等の言い方もあるかと。

Have you ever heard the term "rate integrity"? That's a term used in the hotel industry where the hotel managers wish they have higher occupancy, but because they don't they turn to online booking companies and services like Priceline, to blow out hotel rooms at $90/night. In return, large corporate clients who would normally pay closer to $200 for a downtown hotel room get upset, because there's no "rate integrity".

Most commercial photographers set their rate and it stays set. It's called rate integrity, and if you start screwing with it eventually clients find you can't be trusted. It can be a day rate or a project rate or a per shot rate or an ad rate, but it needs to be consistent.

予約方法によって料金が異なったり、パンフレットには書いてない追加料金を請求されたり、格安料金は平日やシーズンオフだけだったり、会員にだけ適用される割引き料金が設定されていたり、などなどのことがあると、利用の仕方によっては客は騙されたようなまたは損したような気分になることがあり、料金体系が不明朗と非難されることとなる。

Hotel直接がオファー/保障する際の意味合いで使われる場合には、ご指摘の通り購入方法に関わらず適用されると捉えられますが、ここではあくまで主語が「program」となっているため、（「program」が、サイトを指すのか、なんらかの会員向けサービスのようなものを指すのか不明ですが）あくまでそのprogramが使用する購入方法内においては、統一料金が保証されるといった意味合いではないか、という旨の指摘でありました。失礼致しました。
