Scarcity value is the economic factor that increases an item's relative price based more upon its relatively low supply. Whereas the prices of newly-produced manufactured products depends mostly on the cost of production (the cost of inputs used to produce them, which in turn reflects the scarcity of the inputs), the prices of many goods -- such as antiques, rare stamps, and those raw materials in high demand -- reflects the scarcity of the products themselves.

Kourosh Fallah The first part of the first sentence apparently references Plato's 'philosopher king' argument: The ideal ruler should possess maximum knowledge (be a philosopher), not the usual power-savvy personality. https://en.wikipedia.org/wiki/Philosopher_king The sentence argues that the suggestion is inherently contradictory as philosophers tend to stay clear of the ethical blemishes generally perceived to be an inseparable part of politics. So, the whole text seems something like that to me in English (considering the extra-textual references): "Philosophers advise the kings to let the right men win the right places yet prudishly stay clear of politics themselves. Ironically, they prove kings right by shunning responsibility." As usual, it needs more context.

The correct English form is NGOs. https://es.wikipedia.org/wiki/Organizaci%C3%B3n_no_gubernamental ONG (plural is las ONG - organizaciones no gubernmamentales) without apostrophe which is possessive. This is not possessive. ¿Qué son las organizaciones no gubernamentales o ***las ONG?****
