The Communist Party of China (CPC) came into being in 1921, and in 1949 the People's Republic of China was established. To expressly indicate that, you can (optionally) double the noun, which is more convenient with "peringatan". Also, I think it is fair to argue that the goals are 'in honour of' or 'commemorating' or 'dedicated to the memory of' the two (separate) historical events, which makes "peringatan" seem reasonable.
