A think tank is an organization that sponsors research on specific problems, encourages the discovery of solutions to those problems, and facilitates interaction among scientists and intellectuals in pursuit of these goals. A public policy think tank explicitly focuses on government policies, usually for the purpose of improving those policies or creating viable alternatives.

En tankesmie er et uavhengig utredningsinstitutt som gjennom sin virksomhet skal utvide rommet for den politiske debatt og fremme forslag til reformer og nye løsninger på sentrale samfunnsspørsmål.
I motsetning til organisasjoner og partier er en tankesmie uavhengig av (sær)interesser og er heller ikke avhengig av å måtte skjele til det neste valg. En tankesmie driver ikke lobbyvirksomhet.
En tankesmie har, i motsetning til kommersielle utredningsinstitutter, et ideologisk ståsted som preger valg av tema og innhold i arbeidet, men ikke slik at det skrives med ”påholden penn”. Innenfor tankesmiens ideologiske grunnlag vil det være rom for individuelle synspunkter og konklusjonene er derfor ikke gitt på forhånd.
