agree  Mari Noller: utenomsnakk is not something I would actually say in Norwegian, but yeah .. "tror du de unngår å svare deg?" or to stall may mean "å somle" or "prøve å vinne tid". Not disagreeing with your answer, just don't see it too fitting.
