Carbon neutrality is succeeded when there is a balance between emitting and absorbing carbon to and from the atmosphere. Carbon sinks help in preserving this balance. Carbon sinks are the systems that absorb more carbon than they emit. The main natural carbon sinks are soil, forests and oceans. According to estimations, natural sinks remove between 9.5 and 11 Gt of CO2 per year when the annual global CO2 emissions reached 37.1 Gt in 2017. Therefore, one way to become carbon neutral is by protecting all these natural sinks.

Przykładem sporów o definicję neutralności klimatycznej jest właśnie Francja, gdzie publiczna debata na ten temat rozpoczęła się wraz z ogłoszeniem nowego projektu ustawy klimatyczno-energetycznej w marcu 2019 roku 4. Rząd zaproponował zastąpienie nazwy dotychczasowego celu – czterokrotnego zmniejszenia emisji gazów cieplarnianych do 2050 roku − terminem „neutralność węglowa”, ale bez definiowania go w prawie. Wywołało to poważne obawy ekspertów, którzy ostrzegali, że taka zmiana może doprowadzić do obniżenia ambicji na rok 2050. Termin „neutralność węglowa” mógłby bowiem sugerować, że chodzi jedynie o emisję dwutlenku węgla, a nie o wszystkich gazów cieplarnianych. Ministerstwo Transformacji Ekologicznej przekonywało w mediach, że doprowadzi to do ośmiokrotnej redukcji emisji, ale bez usankcjonowania tego w prawie trudno uznać to za wiążące 5. Biorąc pod uwagę powyższe wątpliwości, rząd francuski w kolejnej wersji projektu ustawy zaproponował co najmniej sześciokrotną redukcję emisji gazów cieplarnianych do 2050 r. w porównaniu z poziomem z 1990 roku. W toku prac parlamentarnych nad ustawą dodatkowo określono, że zgodnie z artykułem 4 porozumienia paryskiego i metodą z Kioto neutralność węglowa uwzględnia wszystkie emisje gazów cieplarnianych 6. Oznacza to, że termin „neutralność węglowa” zostanie już wkrótce przyjęty w nowej ustawie.
