Chodzi o usunięcie urządzeń do produkcji amunicji z listy produktów, których import podlega kontroli (USA). Być może ważne jest to, że mamy do czynienia z "an interim final rule". Mam pewien pomysł, ale ciekawym Waszych propozycji ;)

In Category III--Ammunition, the Department is removing and then reserving paragraphs (c), "Ammunition belting and linking machines," and (d), "Ammunition manufacturing machines and ammunition loading machines (except hand-loading ones)." These defense articles are costly, difficult to maintain, too heavy for easy transport, and readily available from domestic vendors in the United States. These defense articles do not pose a trafficking and diversion threat warranting import control under the AECA.

Natomiast występuje również wyrażenie "adding and reserving", kiedy dodawany jest punkt lub inna jednostka redakcyjna, która chwilowo pozostaje pusta, natomiast w ten sposób zostaje zarezerwowane miejsce na określoną treść, która z jakichś względów nie może być jeszcze ostatecznie sformułowana. Tutaj "reserving" należałoby tłumaczyć w inny sposób.

Sometimes an originator may want to reserve paragraphs for future use because the information isn’t available yet and when it is, it must be placed within a chapter or order. To reserve a paragraph, write the paragraph number and the word "Reserved."
