O verbo significa interromper bruscamente uma ação. Se usa muito em eng auto ou aeronáutica - "the engine stalled" - para nós aqui no Brasil "o motor morreu".
No seu caso são transferências de pacotes que "gelam" ou simplesmente "param" porque o sistema prevê uma certa vazão mínima de pacotes por unidade de tempo, que não foi alcançada.
