The KVAR Signal and Step Indicator Level are sent to the Test Reference Panel where they may be monitored by a Service technician using a digital multimeter.
It automatically applies and removes offsetting capacitance in steps as need is dictated by the loads on the armature converters. The RPC steps are switched on and off the line under essentially zero current conditions so that no transient current excursions are experienced.

Silicon Controlled Rectifiers, or SCR’s, automatically switch the stepped capacitor banks on and off the AC lines feeding the converters.

Explanation:
A minha leitura é que, nesse caso, não se trata de um phrasal verb (switch on and switch off). Eu vejo "steps are switched" como uma unidade e "on and off the line" como outra unidade.

Nesse caso, seria algo como o que eu propus acima, e mais "dentro e fora da linha".
