Pelo menos aqui nos EUA, o processo de apostilamento é muito fácil. Basta entregar o documento a ser apostilado juntamente com uma tradução certificada e com firma reconhecida por um notário público, além do pedido de autenticação da apostila, ao funcionário da recepção na Secretaria do Estado ("Office of the Secretary of State") e pagar uma taxa de $3 dólares por documento. O Acordo da Apostila facilitou muito a vida de nós, brasileiros, que vivemos no Exterior. Antes, tínhamos que ir até o consulado mais próximo para tudo que envolvesse documentação.

"Clerk" é um simples escriturário. A única coisa que ele/ela faz é carimbar o papel que já vem pré-assinado pela Secretária do Estado, e entregar o recibo.
