Credit worth as much as $1,000 per child
If you have children who are under age 17 at of the end of 2008, you can get a $1,000 tax credit per child on your tax return. A tax credit reduces your tax bill dollar for dollar, so three qualifying children, for example, can cut what you owe Uncle Sam by $3,000. The credit may be limited if your income exceeds the levels listed below

-> It would be advisable to do some research before you disagree. Here, in the USA you get a tax credit per child. See my posting above./It's different in the UK, where I lived for ten years.

crédito tributário relativo a dependente // crédito tributário devido a dependente

Explanation:

http://www.receita.fazenda.gov.br/PessoaFisica/IRPF/2006/per...

Definição de "qualifying child" na legislação americana:
http://www.irs.gov/newsroom/article/0,,id=133298,00.html

Note que um "qualifying child", no caso específico do "child tax credit" (veja Additional Rules) "must be under age 17 and a U.S. citizen or national or a U.S. resident.". Ele NÃO PODE SER MAIOR DE IDADE!

Notes to answerer
Asker: No próprio site do IRS, que vc fornece, vem bem clara a definição de que "qualifying child" deve realmente ser filho - "child or stepchild (whether by blood or adoption), foster child, sibling or stepsibling". Thank you, though!
